Corcoran Space Needs Assessment Project

Project Summary
The City of Corcoran owns and operates three facilities of varying ages and also owns property at different geographic locations around the City. Based on age and condition of the facilities, along with the current and future needs of the City, a facilities space needs planning study was sought to determine feasible options and help guide decision making by the City Council.
Project Scope
The objective of the study is to develop options, and the associated costs of those options, on how the city could plan for its facilities now and into the future. The completed study is the first integral phase of what is anticipated to be three phases for this City facilities initiative:
Phase I:
Facilities space needs planning study
-At the June 23, 2025, City Council Meeting:
City Council approved staff’s request to publish a Space Needs Analysis RFP (Request For Proposal) seeking consultant proposals.
The RFP was designed to achieve the goals of: a space needs assessment, asset inventory and valuation, establishing clear vision for a civic campus, and developing a civic campus plan in support of the strategic objective of developing a "municipal facilities and land blueprint" as identified under the core strategy to "provide high quality, innovative services" within City Council's 2025 Core Strategies-Objectives-Goals-Measurables as approved on March 27, 2025.
The RFP was then published to the City website and sent out on June 24, 2025.
-At the July 24, 2025 City Council Meeting:
It was revealed in the Contract Award For Space Needs Analysis document that 12 consultants had submitted proposals by the July 11, 2025, deadline. City staff then reviewed, discussed, and evaluated submissions on July 14, 2025, using the criteria established in the published RFP.
Upon recommendation, City Council authorized staff to proceed with engagement of the preferred consultant, BKV Group, to conduct the Space Needs Analysis for City facilities.
BKV Group Space Needs Analysis Proposal
-Between July 24, 2025, and October 9, 2025, BKV Group conducted the study prior to presenting their findings at the October 9, 2025, Work Session Meeting.
-At the October 9, 2025, City Council Work Session Meeting:
Representatives from BKV Group presented an update to Council and Staff on the Facility Needs Study. Discussion included facility needs and size, master planning, and next steps.
Facility Needs Assessment Study
-At the November 13, 2025, City Council Meeting:
BKV Group presented their Space Needs Assessment and Master Planning Study - Final Report.
BKV Group also submitted a proposal for review for Phase 2 of the Corcoran Municipal Facilities Planning project. This was then recommended for approval by staff at the same meeting.

Upon recommendation, City Council authorized the Phase 2 proposal from BKV Group, which will include:
